Stones cause murder: only 3% are Jewish stone throwers
In 2013 there were 7886 stone-throwing incidents, compared to 18,726 in 2014 • 634 suspects have been arrested this year until the end of proceedings and 833 charges were filed

Knesset Constitution, Law and Justice Committee approved today (Wednesday) for second and third amendment of the Penal Code. According to the proposal, the new law will make scaling in indictment and punishment of stone throwers.
Police Commander Simon Representative Nachmani said during the debate that in recent years there has been an upward trend in the phenomenon of stone-throwing in the whole country. "97% of throwing stones in the country were racially motivated. Recent events have combined increase of throwing stones and shooting fireworks. "He said," In 2013 there were 7886 incidents, compared to 18,726 in 2014. The trend continued even in 2015, when the first half of 7148 were recorded in 2014 compared with 8019 events in the first half of 2015". Nahmani added that in -1982 cases, 833 were filed indictments this year on charges of throwing stones were arrested 634 suspected criminals by the end of proceedings against them.
The existing offense, so that only specific when accompanied by stone-throwing intended to hurt someone, and that the penalty for which is 20 years in prison, regardless of the factual circumstances. The government believes that "scaling" would help in transferring a message to the courts, the phenomenon with all the circumstances justify stricter punishment, as well as lesser offered is still very serious (ten years in prison), and a more serious crime. Therefore, the government bill proposes to delete the current offense and set a new offense which ranks.

The lower hierarchy offense, (10 years imprisonment) would require an act of throwing a stone or object, traveling at transport and would endanger the safety of the passenger or the person who is close to transport, or be used to harm the transport vehicles. The new law proposal novelty is that the offense also applies to situations where there is no danger to human action but damage to transport only. Compared to the situation today, throwing stones at armored vehicles which did not result in danger to the person, prosecute other offenses.
The new offense is required in cases where the damage to transport vehicles such as light rail, even when there is no damage to harm a person, but a stone creates anxiety, a feeling of terror, avoiding the use of public transport services and the disruption of normal life. While the offense to a higher level (20 years imprisonment) would be necessary to prove that the stone throwing or object at a vehicle driving were used to endanger human life.
