Jerusalem District Attorney filed with the District Court in the city an indictment against 22-year-old Hazem Sandoka and Fahdi Abu Qian, 19, residents of East Jerusalem with respect of assisting an enemy in time of war, contact with a foreign agent, and other offenses.

According to the indictment, the two men helped Azzam, a Hamas operative, in carrying out actions aimed at promoting the Hamas organization and to various attacks using explosive devices. Among other things, Azzam rented an apartment in Abu Dis, acquired various tools and began acquiring chemical materials - personally and via Hazem Sandoka who was recruited by him. Likewise, Azam was directed how to make bombs, and he was asked to find suitable places to carry out shooting attacks and so he did.

In early December 2015 Azzam concluded the action plan as follows: Azam will prepare 2 liters of explosives by December 16.12.15. Thereafter the explosive will be brought to Jerusalem in Sandoka's car, which will also collect intelligence about places where one can carry out an attack.

Further, Azam recruited the defendants to terrorist military operations against Israel. The prosecution seeks to arrest the defendants until the legal proceedings against them.
