Police Investigation Department checks: Was the terrorist killed after he was already neutralized?
The Police Investigations Department has announced that it has opened a review of the conduct of the volunteer policeman, whose was filmed shooting Bashar Salah, the terrorist who carried out the attack at the Jaffa promenade. The volunteer, Yossi Avigdori said: "There is great pleasure than neutralizing a terrorist."

Place: the Police Investigations Department (PID) announced today (Thursday) that theyopened a review of the conduct of the volunteer policeman, documented shooting the Jaffa terrorist.
PID announced that they watched videos from the scene, which show that the suspected terrorist was shot while lying on the floor disabled.
This is only a test and not an investigation, and it is estimated that they will not open criminal proceedings against the police officer. This is because in an emergency situation the officer does not know if the terrorist is still a threat, or if he can no longer get up and continue to attack.
Documentation of the attack that was made public shows the terrorist fleeing to Tel Aviv, running close to the street along the way and attempting to stab, the police shooting and the terrorist falling to the ground.
During additional documentation you can hear two policemen standing at some distance from the terrorist and shooting him again, with civilians heard in the background encouraging them to continue to shoot.
The terrorist was identified as Bash’ar Salah, an illegal resident aged 22, from Qalqilya, who killed Taylor Allen Force, a 29-year-old tourist from the US, strolling with his wife who was also wounded. Salah also wounded 11 others.
Yossi Avigdori, a volunteer police man who shot the terrorist to death, told channel 10: "We came, we liquidated and move on. I wish all Israeli volunteers and police that they should be at such an event, there is no greater pleasure than this, to neutralize a terrorist. Continuing with my shift."
