Vizhnitz Hasidism in shock: Who allowed Sudanese to violate Rebbes' room?

Shock in Vizhnitz: the Vizhnitz Rebbes's room, the Imrei Chaim and his son the Yeshuos Moshe - called the 'Praven Tzimer' – was desecrated by Sudanese workers.
In this room the Rebbes previously received the audience of thousands who came for advice and blessing. But since the current Rebbe started to serve on the throne of leadership, the stream to his room increased - and the place is too small to contain the crowds. Therefore the management of the kehilla decided to conduct extensive structure renovations.
It was decided that the renovations will only be in adjoining rooms, but not in the Praven Tzimer, so as not to harm it - and that it will be preserved as it was in the time of the Rebbes.
But images obtained by Behadrey Haredim Website show that no one is supervising over the workers to maintain the sanctity of the place.
Thus, mattresses are laid out on the ground and Sudanese sleep their night's lodging. Sforim are strewn in disgrace, and here - in the place where tens of thousands poured out their hearts, the workers do almost as they please. Some argue that the more devout Christians among the workers, also say their prayers there.
Factors in Vizhnitz add that the whole structure, except the Rebbes' room, is registered in the name of the naggid R' Chaim Moshe Feldman from London. However, after he was the one who loaned the amount required at the time for the acquisition from the extended family, who had inherited the building after the ptirah of the 'Imrey Chaim' zt"l.
