Government Approves: Aid for Needy Torah Scholars; College Students

Sunday morning, the Government unanimously approved once again the income guarantee for avreichim and college students. The High Court had previously cancelled guaranteed income for avreichim twice, claiming that this was not fair to needy college students and as well as the claim that the arrangement did not help charedim enter the job market.

The bill was presented this morning at the Government meeting by Deputy Minister of the Treasurer, Yitzchak Cohen from the Shas party.

Bechadrey has learned that this morning it was agreed that 1040 shekalim would be granted to an avreich or student who met certain criteria.

It should be noted that since January 2015, avreichim have not received guaranteed income, following a petition by the Student Union and the Reform movement The Court determined that the agreement was not equal and did not advance the goal of avreichim entering the work force. The solution that was approved by the Government this morning will provide equal benefits to both needy avreichim and college students.
This morning, Deputy Minister Yitzchak Cohen told Bechadrey, “The funding approved today by the Government of some 100 million shekalim will be retroactive from 2016. The High Court will have a hard time knocking it down after the Ministry of Justice approved the law.”’


According to Cohen, “The subsidy of 1040 shekalim per month will be paid retroactively from January 2016 to some 10,000 avreichim who are full-time learners. .The criteria are the same as in the past. An avreich in fulltime learning with three children who owns one apartment and whose wife does not earn more than 1200 shekel a month and who has no other assets will be eligible for the subsidy.” Cohen added that, “The fact that the State is recognizing the importance of the study of our holy Torah and those who learn it within the kollel framework is it of itself an important, valuable statement that is now recognized by law.”
