"Shan and Toad", upscale children's clothing chain that has many Haredi customers has decided to specify a separate return policy for specific geographic areas

Web Policy stated that the network allows the return of items purchased for a cash refund, except clothing purchased by people who live in Brooklyn, Monsey, Monroe, Lakewood, and Passaic - in areas with a large Haredi community, where returns will receive only the acquittal.
Shana Laub, owner of "Shan and toad" to "B'hadrei Haredim": "This return policy was implemented due to the fact that the survival of the business had been threatened by abuse of its Customers in a few concentrated areas. The website would have an influx of orders, and
newly arrived merchandise could be sold out within a few hours for sales to these neighborhoods. However, a few weeks later most of it would be returned (many times toward the end of the season and in poor condition)."
She continues: "Perhaps mega internet companies can absorb this type of risk. A small business such as mine cannot. If I continued to
offer returns to these neighborhoods my business and my income would be destroyed. A business owner has a right to survive."
It seems that "Shan and Toad" is just another business reacting to abusive return practices that have become common in specific communities. Why is it that certain areas have become a financial threat to small business in the fashion industry?
