What motivates prison inmates in Pennsylvania to require kosher?

Are Jewish prisoners in Pennsylvania observant or kosher food just tastes better?

During the last board meeting prison managers claimed that there are more than 140 prisoners who recently demanded kosher meals and the concern is that most of them place the demand before the prison knowing that management cannot refuse them, while during ordinary life outside the prison they did not keep kosher.

"Some prisoners are very clever and know how to work on the system," they said.

Prison administration claims that kosher food is more expensive than regular food. "The costs last January for kosher meals totaled -107 000 dollars. This is a huge amount of money."
