According to the bill, the Religious Council will be allowed not to contract agreement for use of the mikvah as defined in the bill, even if the Religious Council had previously made an agreement with the State or one of its authorities.

In addition, the bill states that the law will take effect within nine months of its publication in order to allow preparation for the new amendment.

The explanation of the bill reads, “Since the inception of the State of Israel, the mikvaot have been used for halachic traditions and customs and for this purpose they were allotted public funding for construction and upkeep. In the wake of petitions by bodies wishing to destroy the accepted foundations of Judaism that have been in existence for thousands of year, the High Court has ruled that various cults should be permitted to use the mikvaot for their various purposes.”

MK Gafni, initiator of the bill said in the deliberation, “If someone wants to use a mikvah for other purposes, the religious council can refuse to do so. Mikvaot are built for the sole purpose of tahara, and anyone can use them for that purpose.” Gafni added, “Mashiach can come. I’ve been in the Knesset for 27 years, and I don’t recall that Meretz ever helped the battle for mikvah.”
