The Knesset approved today (Monday) a bill put forth by MK Gafne which would provide financial assistance to Lomdey Torah as well as students, who are struggling financially. The bill, which is called “financial assistance for lomdey Torah and students in need” passed the second reading with 56 for and 12 against, while the third reading passed with 54 for and 13 against.

MK Gafne who introduced the law spoke at a hearing today saying that the law is totally equal, and is equally concerned with students as it is with lomdey Torah. “The law was originally going to provide financial assistance to approximately 5,000 eligible lomdey Torah who are struggling financially and have absolutely nothing. Although we had approval, we insisted that students be included in the bill.”

MK Gafne added that different questions arose regarding the criteria of eligibility for the grants, especially when considering the number of children per family. Lomdey Torah tend to have larger families then students, and if this is used as a criteria for eligibility than students would be losing out. “We can make different criteria’s but the students will be included, it can’t be that they won’t be included” said MK Gafne.

The law states lomdey torah as eligible for the grant and simultaneously increases the budget of “Student financial aid” by 21%. This is to ensure that students will be receiving aid on the same level as the lomdey Torah.

Students eligibility will depend on their coming from a low socioeconomic background, in accordance with the standards set by the ‘planning and Budgeting Council for higher education’. The law aims for the assistance to be equal, whereas both groups receive equal financial aid.

The laws proposal sates “the purpose of this slaw is to provide financial assistance to lomdey Torah so that they can concentrate on learning Torah. This is with the recognition of the state of Israel of the importance of Torah learning, preserving the Jewish nation, its history and spiritual future here and in the rest of the world.
